How to Sign-in to Treasury's FOIA Public Access Link (PAL)


Effective Monday, December 19, 2023, all registered users signing into the Treasury’s FOIA Public Access Portal (PAL) will be required to verify their identity with ID.me Multi-Factor Authentication (MFA) tool:

• Users with FOIA request submissions (FOIA request type) via a registered account are required to provide unique personal email address and complete MFA process.
• All users with existing accounts must register with ID.me. The email address must match the email address provided during PAL account creations prior to December 19, 2023.
• All users with open FOIA request submissions. who desire to have a PAL account, must register with ID.me using the email addressed provided during the FOIA request submission prior to December 19, 
   2023.
• Users with Privacy request components (FOIA/PA request type) are required to complete an additional step for providing proof of identity.


  • Any activity in which you enter your login credentials will require verification using ID.me:
    o Verification is required at each user login session into the application
    o Verification is required for each different device or browser used to sign in
    o Verification is required during password resets
    o Re-verification is required after ten (10) minutes of session inactivity

  •  Here are some common scenarios that require user authentication:
    o When you sign into FOIA Public Access Link (PAL), you will have to sign in via ID.me as part of the process to access your PAL account
    o If you are currently signed into PAL using one web browser (such as Chrome) and decide to navigate to PAL using another browser (such as Microsoft Edge), you will be required to sign in again. 
        The site will prompt you to verify your identity via ID.me
    o If you reset your password, the site will prompt you to enter
    o If you are currently signed into PAL using one web browser (such as Google Chrome) and decide to navigate to PAL using another browser (such as Microsoft Edge, Safari, or Mozilla Firefox),
        you will be required to sign in again via ID.me. The site will prompt you to complete user verification process
    o If the PAL session becomes idle for more than 10 minutes, the site will prompt you to sign in again via ID.me.


 

Registered User Sign-in Process

    1. When you navigate to the FOIA Portal, click I Agree to acknowledge the warning banner.

    2. The FOIA homepage is displayed. Click Sign In at the top right hand corner of the page.

3. In the screen displayed, click on the ID.me

 

 

4. You will be re-directed to the ID.me site to create an account for the first time. Click Create an ID.me account

 

 

5. Enter your email address and create a password. Be sure to accept the Terms of Service and click Create account

 

 

6. You will receive an email to confirm your email address

 

 

7. Set up Multi-Factor Authentication by selecting Text Message or Phone Call

 

8. Enter your phone number to receive the verification code and click continue

 

 

9. Your account is now secured, click continue again to navigate back to the login page.
